Do you think these projects are going to be stopped by petitions and letters from citizens scattered around the world? That may work on more localized and smaller issues, but not on COAL. One thing this article does not discuss is how to get the coal to the small plant. You would still need rail access and offloading facility, unless you’re going to truck it in.
Coal is going away, no amount of government bullshit can change that. No sane investor is going to put money into a coal fired plant. New coal cannot compete, old coal cannot even compete on the marginal costs.
