Found in Article I, Section 8, Clause 8 (the Patent and Copyright Clause), it grants Congress the power: “To promote the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries. “Historically, the Framers used the word “science” in its broader, Enlightenment-era Latin sense (derived from scientia, meaning “knowledge” or “learning”) rather than just in the modern context of natural or physical sciences.
