  1. Even if no one is killed, many lives could be effectively destroyed as people are pushed into poverty and depression when they lose their homes.

    And, of course, the cleanup cost after a dam failure is typically much higher than the maintenance costs would be. It’s just that those costs are paid for by the private dam owners.
