Pleasing to see this summation, saves me from thinking about it. On the permitting side, to obtain my solar (in Oz) a dozen years ago, took one EMail to a supplier/installer. Rep came out, checked orientation and roof dimensions ok and that WAS IT. Presume I signed something sometime. They would do hundreds of setups, have run streams for all paperwork, take minutes or seconds.
Aside. I felt that I could not afford solar then, so installed the minimum as a personal indulgence. Been regretting that ever since.
Main takeaway from this post is that rooftop solar, with or without batteries, does work great in a regional grid. It can be done and the mechanics are easy peezie. Believe entrenched interests are preventing it.
