  1. Yeah, flat places and heavy storms – Milwaukee, Chicago, a great deal of the coastal Gulf and Atlantic .

    Miami FLA (or perhaps Miami Beach) raised half a billion in tax money to raise some roads and install a bunch of pumps to deal with increasing high-tide flooding as well as storm floods. This was not geared towards making their sewage-handling systems ready for sea level and rainfalls expected by 2035 – so they’ve got lots more investing to do.
