They have no idea what’s coming.
I think they have a pretty good idea, but what they know for certain is that, within the current system, there is precious little they can do, and what they MIGHT do is either being priced out of possibility or actively inhibited by the guardians of the system. Alongside the physical damage, the psychological damage is bad and getting much worse, faster. Does anyone, even their voters, imagine that, for example, AfD has ANY plans at all for mitigation, let alone prevention?
