For fresh water (untreated), the issues are wasteful use by agriculture, increasing heat/drought and aquifer-suckers like Coca-Cola.
A huge and common cause of loss of treated water are leaks in both the mains and the distribution pipes (aggravated by shifting subsoils*), and maintenance to keep up with them is a cost that is easy to put off. Rich people who irrigate lawns with drinking water and have swimming pools to increase evaporation may not be a significant problem, but they are as annoying as hell.

*Many large Mexican cities are built on lake beds or other unconsolidated sediment. On top of that, people aren’t as aware of underground damage from earthquakes.
