I think he got the reasoning for New Orleans housing market wrong, though. Since Katrina the city has had major upgrades to its levees* and the issue is typically whether the pumps can handle a high rate of rain.
The primary problem is with crime: High murder rates, very high car-jacking rates (minors using guns to take over cars at stop lights), and shootouts on the highways through the city.
