Standard caveat applies: What is the carbon footprint of grinding(? just existing waste dust?), transporting and spreading it.
And since crops, by their very nature, draw down CO2, how do you distinguish between CO2 bound directly by the concrete grains and the CO2 taken up by the leaves of the plants? A control field that is only plied with more nutrients might take out similar amounts of CO2.
