Running into hard limits, ignore them until it is too late.

Water wise gardening, appropriate landscaping. Not in this HOA.
Put people before GOLF. Golf is not a matter of life and death, it is more important than that. Of course GOLF comes first.
Harvest rainwater. Need a permit if the tank is over 100 gals and even with a permit you are limited to 2,500 gals (Utah laws). But then the HOA have something t say too.
Do you have any idea how much it is going to cost to fill this swimming pool?
I chronically neglected my back yard, so I had fake grass put in. It’s pretty impressive. It has a drain
There are some very high-quality fake turf products now, for homes, athletic fields, business campuses, and golf courses. The good stuff costs a lot up front but would save an insane amount on maintenance (water, fertilizer, mowing).

Some models even include fake thatch.

Oh, and at least one artificial grass producer uses 80% recycled plastic, and others tout recycled water bottles, etc.
