Because, when they have heat waves, they won’t have enough electricity to run their air conditioners in addition to all those e-cars.
An acknowledgement of the need for a greater electricity supply accompanied the announcement of the 2035 ban on the sale of new gasoline-powered cars. I’m sure people will buy used ICE cars from out of state if there’s a major problem with EV power supply there in 15 years.

In response to O.T and extending the discussion: Electric cars can improve air quality in cities by reducing local emissions. But the overall effect of electric cars on global climate depends on the source of the electricity. Electricity from fossil fuel power plants simply generates CO2 elsewhere (and methane from natural gas leaks). Considering the relative energy efficiencies of electricity generation and transportation, compared to the ICE, it might be more or less emission of CO2. Clearly generation by some or all of nuclear, solar, wind, and hydro is needed for major reduction in CO2 emissions. Making electricity available from existing generation by conserving it in other applications, such as by home insulation and more efficient electrical devices, would also help. And a lot of parked electric cars could serve as short-term battery storage for the grid when needed. Perhaps major increases in bicycling, walking, and the use of mass transit are also being considered as part of the plan to end use of ICE cars.
